The ECDL at the Council of Europe : Candidate and IT Trainer Testimonies

Back in 2004, the Council of Europe spoke about the importance of independent testing for its employees in various fields. Francis Dangel, CIO of the Direction for Information Technology (DIT) introduced ECDL certification to validate IT skills. Since the introduction of ECDL in 2006, the Council of Europe has issued 322 ECDL Start and 146 Complete Licences.

“It's a good thing the Council is now an ECDL centre. It's very positive. I was able to objectively determine my level of knowledge without specific preparation. It is a good idea to encourage colleagues to take the ECDL, at least the 4 modules on the most commonly used applications. The ECDL should be taken into account in the evaluating system and in setting objectives and also as a tool to rank employees."

 “I have no intention to force anyone to take ECDL Start or Full. I feel all can pass Start, however the majority of candidates intend to pass the Full ECDL since their level is rather good. In order to train certain agents, we train people via e-learning. We are proposing individual testing and debriefing to encourage a maximum of agents to take the tests. ECDL certification is intended for users to better their skills and to feel competent in information technology."
