In 2008 the ECDL and ICDL Foundations conducted a substantial review of there ECDL Advanced and ICDL Advanced syllabus v1.0, in order to ensure that it reflected ongoing advances in technologies and relevant practices. An updated syllabus v2.0 was launched in early 2009, this will be phased in by national operators during 2009 - 2010. Minister of Technical and Vocational Training of the Republic of Senegal
In his opening address Minister Sakho outlined his belief in importance of education, which accounts for 40% of the Senegalese national budget by Presidential decree, to national development in the African context, and welcomed the presence of the ICDL Africa initiative in Senegal. In particular, Minister Sakho emphasised that ICT skills education can be used as a tool to unlock the socio-economic potential in groups such as women, youth, and the rural population, in order to ensure that the whole country maximises its national development return. In doing so, the Minister called for a formalised partnership between the Ministry of Vocational and Technical Training and ICDL Africa to ensure that digital literacy education standards in Senegal meet the international standards of the ICDL programme. Minister of Technical and Vocational Training of the Republic of Senegal

Under the patronage of the Minister of Technical and Vocational Training of the Republic of Senegal, His Excellency Moussa Sakho, the ICDL Africa Forum 2009, held in Dakar, Senegal, brought together ICT educationalists in the academic, government, NGO and private sectors from across Senegal and West Africa to discuss the usage of digital literacy skills certification as a national capacity building tool.
